SIFI Announces the Winners of its Fourth Investment Window Call for Proposals on Water and Ocean Resilience

SIFI has selected Mandala Capital South and Southeast Asia Food Fund III and Outrigger Impact Fund I for proposed investments totalling CHF 7.25 million under its fourth Investment Window Call for Proposals, Scaling Investable Solutions for Water and Ocean Resilience.

The Call targeted commercially viable impact investment funds that contribute to climate adaptation and strengthen the resilience of water resources and marine ecosystems in developing markets. Selected funds receive first-loss equity designed to catalyse additional private capital and support scale.

Mandala Capital South and Southeast Asia Food Fund III

Mandala Capital South and Southeast Asia Food Fund III has been selected for a proposed CHF 5 million investment.

The fund focuses on food, agriculture and aquaculture value chains across South and Southeast Asia, including sustainable aquaculture, food security and climate adaptation. SIFI’s proposed investment is intended to help mobilise additional private capital into an underserved market segment and strengthen the fund’s blue economy focus.

Outrigger Impact Fund I

Outrigger Impact Fund I has been selected for a proposed CHF 2.25 million investment.

The fund focuses exclusively on Small Island Developing States, investing across blue economy sectors including ocean conservation, sustainable seafood, blue technology and sustainable blue infrastructure. SIFI’s proposed junior equity participation is intended to support fundraising and catalyse further private investment.

The Call required eligible funds to allocate at least 70% of investments to ODA-eligible countries and align with SDG 6, SDG 13 and/or SDG 14, with SDG 5 integrated as a cross-cutting objective.

Through its Investment Window, SIFI provides junior catalytic capital to impact funds to help crowd in private investment. By the end of 2025, SIFI-supported solutions had mobilised USD 71.6 million in total capital, including USD 67.2 million from private sources, with an overall 1:6 private capital mobilisation ratio.

The proposed investments remain subject to contractual negotiations and the finalisation of legal arrangements and transaction documentation.
